EMCO for selected areas in Selangor, KL

SEVERAL sub-districts and localities in Selangor and Kuala Lumpur will be placed under the enhanced movement-control order (EMCO) for two weeks from July 3 to 16, said Senior Minister Ismail Sabri Yaakob.

The sub-districts in Selangor are in the districts of Petaling, Hulu Langat, Sepang, Gombak, Kuala Langat and Klang.

The sub-districts are: Petaling, Damansara, Sg Buloh and Bukit Raja (Petaling district); Hulu Langat, Ampang, Cheras, Kajang, Semenyih and Beranang (Hulu Langat); Dengkil, Labu and Sepang (Sepang); Batu, Rawang, Setapak, Hulu Kelang and Kuang (Gombak); Tanjung 12 (1), Tanjung (2), Telok Panglima Garang, Morib, Bandar, Jugra and Batu (Kuala Langat); Kapar and Klang (Klang); Ijok, Bestari Jaya and Jeram (Kuala Selangor); and, Serendah, Rasa, Ulu Yam and Batang Kali (Hulu Selangor).

In Kuala Lumpur, the localities affected are:

  • Projek Perumahan Rakyat (PPR) Sri Semarak
  • Projek Perumahan Rakyat (PPR) Batu Muda
  • Flat Seksyen 2 Wangsa Maju
  • Flat Seksyen 1 Wangsa Maju
  • Kampung Padang Balang
  • Taman Koperasi Polis (Fasa 1&2)
  • Flat Sri Sabah
  • Kampung Puah
  • Projek Perumahan Rakyat (PPR) Kg Baru Air Panas
  • Flat Desa Pandan (including Baiduri and Delima)
  • Kg Batu Muda
  • Projek Perumahan Rakyat (PPR) Kerinchi
  • Bandar Baru Sentul
  • Taman Ikan Emas

Ismail Sabri said the EMCO for these places was decided based on risk assessments whereby high infection rates are still prevalent.

Selangor has been reporting an average Covid-19 daily new cases of between 1,800 and 1,900 while Kuala Lumpur had an average of daily new cases in the range of 600 to 1,000, the defence minister said in a statement.

“All districts in Selangor and Kuala Lumpur reported incidence of Covid-19 cases exceeding 12.1 for every 100,000 residents.

“The projected data of the infectivity rate (R-naught) in these two states is still in the range of 1.0 and does not show a downward trend.”

Ismail Sabri said this is a worrisome situation because of the population density in the Selangor districts and in Kuala Lumpur. 

Also taken into account are the new Covid-19 variants – Beta, Delta and Alpha – which are more infections, he added.

He said all routes in the EMCO areas would be closed and controlled by the police.

“Residents are not allowed to leave their homes except one person per household to buy basic necessities within a 10km radius from their residence.

“No movement is allowed outside the residential area after 8pm except for emergency cases or with the permission of police,” he added.

Ismail Sabri said the Health Ministry would conduct targeted screening tests on all residents in the affected areas.

“The National Covid-19 Immunisation Programme coordinating committee has also given assurance that the vaccination programme would be enhanced and intensified in the affected areas.

“Therefore, movement across districts and states for the purpose of vaccination at the centres outside the district or state of residence is permitted by showing appointment details on the MySejahtera application, website or SMS.”

He said permission to work was only for essential services or to perform official government duties with a letter of confirmation from the employer or a valid employee pass.

“Employees other than essential services must not be allowed to leave the EMCO areas and cannot go to work during the period. 

“Employers are required to comply with this order and allow employees to work from home.

“Only employees from necessary services and factories as well as authorized business premises can use the previously issued Ministry of International Trade and Industry letter.”

He also said only food factories and basic daily necessities such as rice, white bread, sugar, cooking oil, wheat flour, fresh milk, infant formula, medicines, and face masks are allowed to operate.

Ismail Sabri said restaurants, food stalls, food trucks, roadside hawkers, food courts, hawker centres are allowed to operate from 8am to 8pm.

“Purchase of food by take away, drive-through or delivery is permitted.

“The number of passengers in taxis and e-hailing is limited to two persons only including the driver.”

He said grocery stores, convenience stores, daily necessities stores are allowed to operate between 8am and 8pm.

“Hospitals, clinics and medical laboratories are allowed to operate for up to 24 hours or in accordance with the permission license.

“Pharmacies, drug stores, animal clinics, pet food stores, are allowed to operate between 8am and 8pm.”

Petrol stations can operate from 6am to 8pm, except for petrol stations on toll highways which can operate 24 hours.

“Wholesale markets are allowed to operate from 12am to 6am.

“Airports and ports are allowed to operate as usual, while public transport services (trains, commuters, buses, airports, ferries) are allowed to operate as usual with a capacity of 50%.”

He also added that all sports, social, recreational and cultural activities are not permitted. – July 1, 2021.
