Malacca civil service not taking in UEC holders, state assembly told

MALACCA has never accepted Unified Examination Certificate (UEC) holders into its civil service.

State Education, Higher Education, Technical and Vocational, Science and Innovations Committee chairman Noor Effandi Ahmad said the state government has never recognised the UEC certificate for employment.

“What happened was during the administration of the previous government (Pakatan Harapan) the then chief minister (Adly Zahari) said the Malacca government would open the opportunity to accept UEC holders.

“However, the decision (to accept UEC holders) ended there and was never brought to the National Security Council (MKN). Hence, we declare in this Dewan that there is no further action on the issue,” he told the state assembly today.

Noor Effandi (Bersatu-Telok Mas) was answering a question by Md Rawi Mahmud (BN-Tanjung Bidara) on the recognition of UEC holders by the state government, especially in the recruitment in the civil service.

On August 16, 2018, the Malacca assembly was told that the recognition of the UEC certificate involved its civil service, which is separate from the federal government.

Noor Effandi today said only one state official – the chief executive officer of the Malacca Biotechnology Corporation – had a UEC certificate, but his service ended in April.

“Since then, there are no UEC holders who have been appointed to the state civil service, as the Malacca government is still subject to the rulesset by the federal government based on Service Circular No. 1 of 2016,” he said. – Bernama, December 9, 2020.
