Some new officers don’t even have BM credit, degrees

LACK of academic qualification and incomplete paperwork are among the reasons new political appointees have yet to be paid, said a source from the Public Service Department (PSD).

Some of these new officers also do not have a credit in Bahasa Melayu at the Sijil Pendidikan Malaysia (SPM) level, while others have no basic degrees, the source said.

As such, he said, their appointments could not be processed, as they lacked the necessary requirements. Some of their paperwork is also incomplete.

He also rejected claims that the PSD was sabotaging these appointments because they were still loyal to the previous Barisan Nasional administration.

“It’s also wrong to say we are delaying their appointment. Those who have been hired have failed to fulfil the necessary requirements to be a civil servant.

“Some have no credit for Bahasa Melayu at SPM but they want a higher grade salary. And we have not seen their tertiary qualification yet.

“The problem is that the PSD can’t approve their appointments because they have failed to fulfil all the requirements,” the source told The Malaysian Insight.

Some of these officers have accused the Public Service Commission (PSC) and PSD of sabotaging them as Pakatan Harapan appointees.

The said PSC and PSD were even going against the orders of Prime Minister Dr Mahathir Mohamad.

PSD officers took it upon themselves to reassign grades of these newly appointed officers to respective ministers in Dr Mahathir’s cabinet, they added.

For aspiring civil servants, they must have at least a credit level of grade C for Bahasa Melayu at SPM and hold a degree in the relevant fields.

The PSD source said there were also ministers and deputy ministers who hired more staff than they were allowed to do.

PSD circular limits eight officers for ministers and four for deputy ministers.

“There are procedures to follow. We can’t simply hire. These are the things which are causing the delay.” – September 11, 2018.

  • Higher BM grades can be earned in real life after SRP or SPM. Don't look at the Sijil, try him in person.

  • Change the rules as they are too rigid. Can add a waiver for political appointees as they have the experience needed for the job of the day.
