MCA is pushing for the Unified Examination Certificate (UEC) standardised examination for pupils of Chinese independent schools to be incorporated into the Barisan Nasional manifesto for GE14, said Wee Ka Siong.
The deputy president of the Chinese-based party said MCA has pushed for recognition of the UEC exam to be made part of the BN election policy.
“We (MCA) have put it in the draft version but are not sure if it will be included in the final manifesto,” Wee told The Malaysian Insight.
He said before BN finalises its manifesto, BN component parties submitted their proposals which are then sifted through by a committee.
Wee said while the Pakatan Harapan manifesto has pledged to recognise the UEC, Wee Kah Siong said where BN differed from the opposition in that the former does not make empty promises.
The UEC has been in place since 1975 and although it is accepted by many universities abroad as an entry level exam, it is not recognised in Malaysia as a qualification to enter local universities.
In the past, Malay education groups have opposed any effort on the part of Putrajaya to recognise UEC as it runs counter to the national education policy, which specifies Malay as the national language as provided for in the Education Act 1996, and Article 152 (1) of the federal constitution.
Recognising the UEC has never been an issue with PH, as the Selangor and Penang governments already accept the exam.
UEC graduates could also apply for jobs at Sarawak government subsidiaries and statutory bodies.
In its manifesto, PH said if it captures Putrajaya in the 14th general election, pupils and holders of UEC need only sit for a single Bahasa Malaysia (BM) paper for the Sijil Pelajaran Malaysia (SPM) to have the credential recognised to enter local universities. – March 23, 2018.
