Group urges relook into feedback on gazetted KL structure plan

A RESIDENTS’ group has urged Kuala Lumpur City Hall (DBKL) to consider input and feedback on the gazetted Kuala Lumpur Structure Plan 2040 (KLSP2040). 

Save Kuala Lumpur chairman M. Ali said they met Kuala Lumpur mayor Kamarulzaman Mat Salleh on November 14 to discuss the input they gave on the KLSP.

“We now have a soft copy of the KLSP. We are currently going through the feedback given by DBKL.

“This was based on our original submissions (suggestions). 

“Previously, we have already had a meeting with DBKL and highlighted the flaws, concerns and what corrections needed to be done before it was gazetted,” he told The Malaysian Insight. 

KLSP2040 outlines the development of the city over the next 20 years.

Prime Minister Anwar Ibrahim had approved the KLSP2040, with the government incorporating some of the recommendations by various civil society groups into the final plan.

The structure plan was approved on October 4 while the gazette was published on October 19. 

During the announcement of the gazetting of the structure plan, Anwar’s political secretary Azman Abidin said there were more than 1,000 objections from various civil society groups on the KLSP and the government had gone through them and included some of the recommendations in the final plan.

Ali said they are currently going through the document to see if their suggestions were taken.

“Even if it is gazetted, if there are flaws, we will highlight it. 

“We hope to finish scrutinising the document in the coming weeks and we will present our feedback if there is any.

“If they don’t accept, then they should justify why.”

He said during 2018, former Federal Territories minister Khalid Samad had signed the Kuala Lumpur City Plan (KLCP) 2020. 

“There were 273 violations, which were flawed and were highlighted by us and the public.  

“Then they (DBKL) made the amendments. That’s how the process is.”

Ali said it would take them time to review the feedback from DBKL and go through the final version of the KLSP2040.

As for the KLCP2040, Ali said they had asked the mayor for a four-month timeline for public review of the proposal.  

He said it should be available at all DBKL sites.

He added that they also wanted all public land, especially areas in the vicinity of retention ponds, to be preserved and protected. 

“DBKL must not grant any approval for development on such parcels of land.

“Those parcels of alienated land must be restored to the rightful owners – the people.”

He said they also discussed developments being planned for Bukit Damansara.

“The unsustainable planned development in Bangsar, without any thought for the environment and traffic management, is of great concern.

“DBKL must address this effectively and engage with the local communities to meet the people’s needs.” – November 26, 2023.
