IN what may be the last sitting before Parliament is dissolved, Dewan Rakyat Speaker Pandikar Amin Mulia has turned down yet another emergency motion relating to 1Malaysia Development Bhd.
Alor Star MP Gooi Hsiao Leung (PKR) saw his motion, urging Prime Minister Najib Razak to explain why the government did not intend to claim confiscated luxury yacht Equanimity, rejected under Section 18(7)(c) of the Standing Orders.
The RM1 billion yacht, owned by businessman Low Taek Jho, was confiscated by Indonesia on February 28.
Attorney-General Mohamed Apandi Ali said Malaysia would not claim the yacht, as it did not own the vessel.
Gooi’s motion was said to have gone against Sections 23(1) and 23(1)(g).
Section 18(7)(c) allows the speaker to refuse any motion presented to him if it contravenes the Standing Orders, while Section 23(1)(c) states that questions submitted should not contain any argument, interference or opinion, or be deemed trivial.
Section 23(1)(g) states that questions submitted in the Dewan Rakyat should not be prejudicial to a court case.
He said Prime Minister Najib Razak must explain the matter, following the Equanimity’s seizure.
Pandikar said if he allowed the motion, he would have to revisit his previous decisions to reject similar questions on 1MDB.

1MDB made payment to Aabar BVI to settle its joint venture capital to IPIC. IPIC lodged a case at the London Commission of International Arbitration claiming that 1MDB had not made payment. To the 1MDB board in KL, the money sent to Aabar BVI was for the benefit of IPIC. Now Riza Aziz confirmed that he received a gift from Aabar BVI, with the money originated from 1MDB. The stepfather received from Saudi RM 2.6 billion as a gift. The stepson told US government that he received a GIFT of USD 94 million FROM Aabar BVI, which received money from 1MDB. So the person who controlled the Aabar BVI bank account has given 1MDB the account details for money to be sent, ostensibly to pay IPIC, but intended as gift to Riza Aziz and possible many others but not IPIC.
