PAC calls Federal Territories Ministry in over anti-flood plan flaws in audit report

THE parliamentary Public Accounts Committee (PAC) will kick off its audit report proceedings with the Federal Territories Ministry, said its chairman Wong Kah Woh.

He said that PAC will question the ministry’s handling of the flood mitigation projects in Kuala Lumpur.

“PAC will announce other proceedings after the members have met,” the Ipoh Timur MP said in a statement today.

In his report today, the auditor-general said Kuala Lumpur’s flood mitigation effort has not yet achieved its objectives based on the scope and audit samples covering six of the 23 (26.1%) of the flood mitigation projects under the Kuala Lumpur City Rainwater Management Drainage System Master Plan and flash flood hotspots.

According to the Auditor-General’s Report 2021 Series 1, the Kuala Lumpur City Hall (DBKL) has not fully implemented the proposed short-term flood mitigation measures (2018-2022) under the master plan, causing the problem of flash floods to remain unresolved.

“Flash floods keep recurring even after the implementation of flood mitigation projects. 

“Furthermore, there are weaknesses in aspects of programme management including appointment of contractors, contract administration, maintenance work, and components and configurations of flood reservoirs and recreation ponds,” said the report. 

Earlier, Auditor-General Nik Azman Nik Majid had briefed the PAC on the national audit report that was tabled in parliament today.

The report is divided into ministry activities and federal agency activities.

“PAC was told that the audit contains nine reports on eight ministries with 33 recommendations.

“Among the ministries that were audited were the Prime Minister’s Department, Transport Ministry, Federal Territories Ministry and Education Ministry.”

The whole audit involved projects worth RM10.75 billion.
