Prime minister announces easing of restrictions for Klang Valley

SELANGOR, Kuala Lumpur and Putrajaya will move to phase 2 of the national recovery plan on Friday, said Prime Minister Ismail Sabri Yaakob.

According to Ismail, the Covid-19 pandemic management special committee meeting had agreed for the three regions to transition into phase 2 effective September 10.

“The committee also decided that Selangor, Kuala Lumpur and Putrajaya be combined as one common infection area.

“Thus, movement between these regions is allowed and there are no more roadblocks,” he said in a statement.

With this, only Kedah and Johor will remain in phase 1, as Selangor, Kuala Lumpur and Putrajaya join Kuantan, Pahang, Terengganu, Malacca, Perak, Penang and Sabah in phase 2.

States in phase 3 are Perlis, Negri Sembilan and Sarawak, while Labuan is in phase 4, the most relaxed phase of the plan.

In phase 2, inter-district is allowed for inoculated people, who are also allowed to travel with their children, in accordance with standard operating procedures.

Businesses that are allowed to open include:

1. Restaurants, including hotels, sports and recreation club houses, eateries, food stalls, food trucks, roadside hawkers, street hawkers, food courts, hawker centres, roadside food stalls or kiosks are allowed to open from 6am to 10pm.

2. Grocery stores, pharmacies, personal care shops, convenience stores and mini marts are allowed to open from 6am to 10pm.

3. Health services such as hospitals, clinics and medical laboratories can open 24 hours a day or according to their operating license.

4. Petrol stations are allowed to open from 6am to 10pm except petrol stations on toll highways that can open for up to 24 hours.

5. Supermarkets, hypermarkets and department stores are allowed to open from 6am to 10pm.

6. Book and stationery shops, computer and telecommunication shops as well as electrical goods shops are allowed to open from 6am to 10pm.

7. Barber shops (basic barber service only) and beauty salons (basic service only) are allowed to open from 6am to 10pm.

Night markets and weekly markets are allowed to open but must ensure customers are vaccinated.

Also, movement of vaccinated individuals is allowed based on the total capacity of their vehicle.

Sports and recreation permitted

Meanwhile, Ismail said the committee also agreed to relax the SOP for sports, leisure and recreation for states in phase 1.

Among the rulings that have been decided are:

1. Indoor sports allowed, except gyms, for vaccinated individuals.

2. Indoor commercial sports and recreation facilities are allowed to open under regulation, only to vaccinated customers.

3. Use of the facility must be by appointment in addition to compliance with SOP.

He also said that for states in phase 2 and phase 3, additional flexibility for barber shops, hairdressers, and beauty salons are allowed. – September 8, 2021.
