Hari Raya SOP – no open houses but visits allowed with conditions

THOSE celebrating Hari Raya are prohibited from hosting any open house events in any area under any of the various movement-control orders, said Senior Minister (Security Cluster) Ismail Sabri Yaakob. 

However, visitors will be allowed up to a certain number depending on area.

“Organising open house events for Hari Raya, whether in movement-control order (MCO) areas, enhanced MCO (EMCO), conditional MCO (CMCO) or recovery MCO (RMCO), are all not allowed.

“Therefore, open houses are not allowed for Hari Raya Aidilfitri this year,” the defence minister said at a closed press conference that was live-streamed. 

Hari Raya is expected to fall on May 13 and 14.

On allowing visitors, he said the SOP on the number of people will vary according to area under the different movement control orders.

The exception is for EMCO areas, where visits are banned.

For MCO areas, house visits can only be made on the first day of Hari Raya, with no more than 15 persons at any one time.

Houses under CMCO and RMCO areas are allowed from the first to the third day.

But for CMCO areas, the number of people in a house at any one time is limited to 20, and for RMCO areas, 25 people.

“The size of the house must be taken into consideration to that ensure proper physical distancing can be observed,” Ismail Sabri added.

Visits are completely banned in EMCO areas, and people under this category of movement restrictions can only celebrate among family members in the same house. 

For homes welcoming visitors, hosts should prepare MySejahtera QR codes or at least a book to record guests details, beside temperature-measuring equipment.

This will ease contact tracing of guests if the need arises, he said.

Visits to cemeteries are allowed in CMCO and RMCO areas, with the condition that only six people can be present at a grave.

Each visit should not exceed 30 minutes.

However, grave visits are not allowed in all MCO and EMCO areas. 

On domestic tourism, Ismail Sabri said the government from today has suspended the “travel bubble” that allows tourists from RMCO states to travel to other RMCO states using a registered tour agency. 

“This travel bubble of travelling from one RMCO place to another RMCO place is suspended starting today.

“We will announce in due time when it will be allowed to resume,” he said. – May 4, 2021.

  • You just don't get it, do you? Prohibitions will not work because it's impractical to enforce. You need to win the belief of the people. This past year however, we see a rising tide of cynicism as menteris and bangsawan folks do as they please disregarding SOPs. You're not going to win this battle

  • Open house can only happen when visitors are allowed. Isn't this part of the announcement misleading? 15 is a big number to gather in a house. What more condos and flats, where a few houses are in a small area.
