Partial lockdown for Labuan from Saturday

THE Federal Territory of Labuan will be placed under conditional movement-control order (CMCO) for two weeks beginning Saturday, following a spike of Covid-19 cases, said Senior Minister Ismail Sabri Yaakob.

He said the CMCO was being enforced from October 17 to 30 on the advice of the Health Ministry. 

“As for the standard operating procedure in Labuan, all economic activities including industrial and manufacturing are allowed. 

“Movement across the territory is not allowed except for emergency cases such as illness and funerals outside the district, with approval from police,” he said during a live press conference from his residence today. 

Labuan follows Sabah, Selangor, Kuala Lumpur and Putrajaya, which are all under CMCO at present following a rise in virus cases.

Ismail Sabri said vehicles carrying employees are allowed to operate, subject to standard operating procedure. 

“Only employees who have a valid pass or a letter of permission from the employer are allowed for the purpose of working and performing duties. 

“The movement must comply with the entry procedure at the entrance of Labuan, which is currently in force.” 

He added that the government also encouraged employers to allow their employees to work from home. 

As for air movement through Labuan Airport, he said individuals must obtain police permission first. 

On water movement control, he said water transport services for RoRo ferries, express ferries and speedboats are allowed to operate until 6pm, only with limited capacity based on social distancing between passengers. 

“Ship activities to Labuan for barter trade purposes are not allowed.

“Water taxi and minor transport services are allowed to operate from 6am to 6pm only.” 

On the shipping industry operations, Ismail Sabri said movements for sign on and sign off of crew members as well as oil and gas are allowed to operate in accordance with current rules and SOP in force.

“The SOP for the movement of crew remains as previously set.  

“However, for ships coming from Sabah to Labuan, crews who do sign off will need to be quarantined for 14 days.” – October 15, 2020.
