BUSINESS, industrial and economic activities can proceed during the two-week conditional movement-control order (CMCO) in Selangor, Putrajaya and Kuala Lumpur, said Ismail Sabri Yaakob.

However, the senior minister said their business hours would be limited from 6am to 10pm during the partial lockdown that begins at midnight.

Ismail said businesses must strictly follow the standard operating procedure.

He said dine-in will be allowed at restaurants but it will be restricted to only two people per table.

“But it would be best to opt for delivery, takeaways, or drive-through during this period,” he said during a virtual press conference to announce the SOP for businesses during CMCO.

Restaurants, food trucks, hawker stalls, food courts, kiosks, roadside stalls, grocery and convenience stores will also be allowed to operate from 6am to 10pm.

Ismail said only two people are allowed to leave the house for the purpose of obtaining food supplies as well as other necessities.

High-risk individuals and children are not encouraged to be out in public areas, especially open and crowded spaces, he said.

Wholesale, night and wet markets are also allowed to operate from 6am to 4pm.

The government yesterday announced a CMCO on Selangor, Kuala Lumpur, and Putrajaya effective midnight today after a surge in Covid-19 cases in the country.

Ismail said movements in and out across districts and states are only allowed for work and emergency purposes.

However, the public would need to show proof or seek approval from police before travelling.

“Employees are allowed to cross districts and states provided they have a valid employee pass or permission letter from the employer.

“For workers from within the same district, they do not need to submit an employer letter or pass employee,” he said.

Ismail said for those who need to go through the states of Selangor and Kuala Lumpur to other states, they are advised to obtain permission from the nearest police station before traveling.

He said public transport services will be allowed to run as usual.

However, e-hailing service including restaurant deliveries are only allowed to operate from 6am to midnight.

Only petrol stations on highways are allowed to operate 24 hours, while those in CMCO areas will have to operate from 6am to 10pm, Ismail said.

Meanwhile, government hospitals and clinics, including private ones, can operate 24 hours.

“Pharmacies and drug stores can operate from 8am to 11pm,” Ismail said.

For mosques, Ismail said the ministry will allow the five daily prayers with attendance of six congregants determined by the committee of each mosque including imam.

“However, this proposal will be brought to state religious authorities for approval.”

“As for churches and temples, they are also allowed to operate but only up to six people,” he said.

Individual sports activities, e-sports, non-body contact, and outdoor sports not exceeding 10 people are allowed.

However, activities that involve body contact are not allowed, including swimming.

Sports competitions and tournaments are also not allowed.

“For centralised training programmes by the National Sports Council and the State Sports Council can be continued on a quarantine-based approach,” Ismail said.

Meanwhile, universities, colleges, vocational institutes, schools, kindergartens, nurseries, tahfiz and childcare centres have been instructed to close during this period.

However, undergraduates who are sitting for examinations with a foreign university or college, will be allowed to sit in-person. – October 13, 2020.
