Investigate 1,079 'voters' at incomplete military camp, police told

POLICE and the attorney-general should investigate the 1,079 military personnel and spouses who are registered as voters at a military camp in Johor that is still under construction, said Bersih 2.0.

The electoral watchdog said the matter should be investigated under Seksyen 3(a) of the Election Offences Act for falsely registering voters on any register of electors.

“The Election Commission and Defence Ministry should come clean in explaining why and how this could have happened and whether it is happening (in) other military camps.

“The EC should also take action and reject these registrations before the registrations are finalised,” Bersih 2.0 said in a statement.

On October 31, DAP found there were 1,051 voters registered at an uncompleted military camp in Segamat, Johor and 28 others at Regiment 501 Territorial Army Kem Segamat.

Bersih 2.0 said according to the Federal Constitution, a voter can only be registered if he is already living in the area.

“That is why as the Segamat Camp has not been completed, there is a serious problem about the 1,079 voters in P140 Segamat (Segamat Camp) where its parliamentary seat was won by Health Minister Dr S. Subramaniam,” Bersih said.

Subramaniam won the seat in the 2013 elections with a majority of 1,217. He had won 20,037 votes while his rival and then-Johor PKR chief Chua Jui Meng garnered 18,820 votes.

Bersih 2.0 added that the EC had created two new localities in Segamat camp just to register these voters and the commission did not conduct proper checks on the area before registering these voters.

“The EC also failed to check these 1,079 voters as required by Rule 13 of the Election Rules for voter registration.

“It is these failures that cause us to have many phantom voters (in the electoral roll),” Bersih 2.0 said. – November 3, 2017.
