Suhakam lists witnesses for hoped-for task force to call up

TWO reports containing all the direct and circumstantial evidence gathered during the inquiry into two missing activists will be submitted to the government, which will take the cases forward, said the Human Rights Commission of Malaysia (Suhakam).

Commissioner Mah Weng Kwai told The Malaysian Insight that the reports on the panel’s findings showed that police were behind the disappearance of Pastor Raymond Koh and Perlis Hope founder Amri Che Mat.

“We have done our part, and everything is there (in the reports). If a special task force is established, it is up to them to use it.”

It is pertinent that a task force be established to investigate the duo’s disappearance, which took place more than two years ago, he said.

Suhakam will hand over the reports to the Prime Minister’s Office, Home Ministry, Attorney-General Tommy Thomas, de facto law minister Liew Vui Keong and police.

Mah said if a royal commission of inquiry or task force convenes, it should call up several witnesses to assist in the cases.

“In our reports, we identified Special Branch from Bukit Aman, Kuala Lumpur.

“Inspector-General of Police Mohamad Fuzi Harun was Special Branch director at the material time.”

On the statement made by former IGP Khalid Abu Bakar, that he stood by the testimony he gave at the inquiry, Mah said the evidence on the seizure of exhibits in Kg Selarong, Pengkalan Hulu, Perak, was “convoluted”.

In June 2017, Khalid reportedly said police found compelling evidence that pointed to Koh’s kidnapping following a shoot-out with a suspected drug and arms smuggler in Kedah.

Mah said among the witnesses who should be called up are:

* Perlis Mufti Dr Asri Zainal Abidin, who said Perlis Hope was involved in Shia practices. State Special Branch officer Razman Ramli had told the inquiry no evidence existed to show that the group was a threat to national security;

* Fuzi, who was Special Branch director at the time both activists were abducted;

* Selangor Islamic Religious Department officers who raided the Damansara Utama Methodist Church, where Koh hosted a dinner attended by Muslims in 2011;

* Former principal assistant director of the Special Branch Social Extremism Division Awaluddin Jadid, who had given a briefing at the Perlis mufti’s office and showed slides with images of Amri’s house; and,

* Khalid, who testified that police found photographs of Koh, the pastor’s home and the number plate of his car at the house of a suspect killed during a shoot-out in Kedah on June 17, 2017.

Suhakam established the inquiry last year to ascertain if Koh, Amri and two others, namely Pastor Joshua Hilmy and his wife, Ruth, were victims of enforced disappearance. – April 8, 2019.
