BN didn’t gazette KL plan to prevent land price drop, says Ku Nan

Former federal territories minister Tengku Adnan Tengku Mansor says he didn't agree with the draft Kuala Lumpur City Plan 2020 because the study it was based on was outdated. – The Malaysian Insight file pic, November 1, 2018.

FORMER federal territories minister Tengku Adnan Tengku Mansor said the Barisan Nasional government did not want to gazette the Kuala Lumpur City Plan 2020 (KLCP 2020) over fears land prices would drop.

He said the study done for the plan was outdated, and the people would stand to lose if the plan was gazetted.

“The study was done a long time ago. There are certain places where plot ratio, intensity and density need to be changed.

“This is owned by the people. If at all this was ignored, the price of the land will drop,” Tengku Adnan told the Dewan Rakyat today.

The Putrajaya MP also said another reason he disagreed with the plan was because the draft included a clause where the minister or mayor can amend the plan whenever it suited them. 

“I did not agree to sign because of two things. Firstly, minister or mayor can amend it. I asked for it to be removed,” Tengku Adnan said.

KLCP 2020 was gazetted on Tuesday.

Federal Territories minister Khalid Samad said the plan should be gazetted to ensure transparency. 

“The process (of amending) will become more difficult and it will become transparent. If the plan is not gazetted, anything goes and you can do as you like,” he said when responding to Tengku Adnan.

The Amanah lawmaker added that he was not to be blamed for the study which he claimed was done back in 2008. 

“The study was not my fault. You need to ask my predecessors. It was done in 2008 and until now not been gazetted,” Khalid said.

The KLCP draft was completed in 2008, when Umno’s Zulhasnan Rafique was FT minister. Tengku Adnan replaced him after the 13th general election in 2013. – November 1, 2018.
