EC to review GE14 re-delineation exercise

THE Election Commission will study the previous re-delineation exercise to see whether it has complied with the federal constitution, said newly appointed chairman Azhar Harun.

“I intend to analyse previous delineation and to see whether it is fair or not and in compliance with the 13th Schedule of the constitution,” Azhar told BFM’s Melisa Idris on the Breakfast Grille today.

The previous delineation exercise had glaring differences in the ratio of voters between constituencies, he said.

“The law provides that (the number of voters in each) constituency should be more or less the same unless there are logistic or rural issues.

“We will come out with a blueprint of what a fair delineation would look like without triggering the exercise and push it to the government,” he said.

The lawyer-turned-EC chairman noted that the EC can only conduct a re-delineation exercise once every eight years.

“The exception is if Parliament or the state legislative assemblies increase or reduce the number of seats.

“This can trigger a re-delineation but the constitution would need to be amended.”

In previous interviews, Azhar said there were discrepancies with the delineation exercise passed a month before the May 9 general election.

He said there was glaring malapportionment among the seats where one seat only had 25,000 voters, while another would have 170,000 voters. – October 23, 2018.

  • Yes, if the previous re-delineation exercise was not done in compliance with the federal constitution, then initiate a new re-delineation exercise immediately. No need to wait for 8 years.
