Khairy spells out travel requirements for April 1 border reopening

VACCINATED travellers entering Malaysia from April 1 are required to activate MySejahtera, undergo a pre-departure PCR test and purchase travel and health insurance, Health Minister Khairy Jamaluddin announced today.

Home isolation or quarantine will still be required upon arrival if a traveller tests positive for Covid-19, with the length depending on the person’s vaccination status.

These are highlights of the general protocol for travellers entering Malaysia from April 1, when the country reopens its borders.

Only children under the age of six are exempted from pre-departure and on-arrival testing, Khairy said.

“Pre-departure, travellers are required to download, register and activate their MySejahtera,” he said at a press conference in Parliament today.

“They are required to complete their travel declaration, including their vaccination information. They must upload their RT-PCR test, which must be done two days prior to departure.”

For those who had contracted Covid-19 six to 60 days prior to departure, they must undergo and upload their professional antigen test two days prior to departure, he said.

Only non-citizens are also required to purchase travel and Covid-19 insurance.

Upon arrival in Malaysia, all travellers will undergo thermal scanning and those who are symptomatic will undergo further testing at the airport.

Quarantine period

On home isolation, Khairy said fully vaccinated travellers will receive a traveller’s card while those partially vaccinated, or unvaccinated, will be given a Home Surveillance Order (HSO).

Those without a traveller’s card or HSO won’t be allowed to continue with their journey, Khairy added.

All travellers must take a professional RTK-Antigen test 24 hours after arrival, which can be done at the airport or at a private clinic outside, Khairy said.

The length of their HSO will depend on this post-arrival test result.

If positive, fully vaccinated travellers will be given a seven day HSO for category 1 and 2 patients.

“For those who are in category 3 and above, they will get treatment at a quarantine centre or at a private hospital. This is why insurance is important.”

Unvaccinated travellers who test positive will be issued a 10-day HSO, he said. 

For unvaccinated travellers who test negative in the post-arrival screening, they have to undergo a five-day HSO and undergo a RT-PCR test on the fourth day or a professional RTK-Antigen test on the fifth day.

“If the test on the fourth or fifth day comes back positive, they will undergo an additional five days of HSO.”

Malaysia will begin its transition to the endemic phase on April 1. It will also open international borders for the first time in two years. – March 24, 2022.
