SRC asked KWAP for an RM3.95 billion loan. KWAP said they would only give RM1 billion. KWAP chairman met Najib Razak to tell him this, and Najib says to give them RM2 billion instead. That was the first loan.

Then SRC asked for another RM2 billion, to which KWAP agreed. Najib called the KWAP chairman and asked him to disburse the money immediately, the government guarantee can come later. That was issued 2 months later.
