LIVE: Perlis cop to testify in missing activist’s inquiry

THE inspector in charge of conducting investigations into missing activist Amri Che Mat will testify at the Human Rights Commission of Malaysian (Suhakam) inquiry today.

Khor Yi Shuen from the Kangar police headquarters is being recalled to shed more light on Amri who disappeared after leaving home in November 2016.

Amri’s wife, Norhayati Ariffin, alleged that Perlis police chief Ab Rashid knew about the involvement of Bukit Aman and the former inspector-general of police in her husband’s abduction for spreading Shia teaching and dabbling in foreign exchange trading.

The inquiry heard in April that police did not thoroughly explore the possibility of the involvement of an anti-Shia movement in Perlis.

Amri family lawyer Razlan Hadri asked Khor about investigating the possibility of the anti-Shia group.

Khor told the panel that he only consulted the Perlis Religious Department on Shia.

Khor said he did not possess any information so could not do anything.

Earlier this year, the panel was told that Khor was instructed to stop the investigations into Amri and hand over the case to Bukit Aman.

The inquiry is also expected to hear the testimony of DSP Azam Azhari, a Special Branch officer who worked in Perlis but has since transferred to Terengganu.

Amri disappeared on November 24, 2016. He was believed to have been abducted by a group of people in four-wheel-drive vehicles which surrounded his car in Kg Padang Behor, Perlis.

Suhakam is conducting a public inquiry into the disappearance of Amri, pastor Raymond Koh, pastor Joshua Hilmy and Joshua’s wife, Ruth, to ascertain if they are cases of enforced disappearance

5.15pm: Commissioner Aishah Bidin asks Azam why Shamzaini had mentioned his name to Norhayati. 

Azam says he does not know. 

Commissioner Mah asks Azam if he had questioned Shamzaini to find out why he had mentioned his name to Norhayati. 

Azam says he has not as he does not wish to know.

5.05pm: Amri’s family lawyer Muthiah Karupaya asks Azam if his department provides technical equipment for special operations.

Azam says he does not know about the operations and that the department merely provides the necessary equipment.

Muthiah asks Azam if he provided Khor with any equipment, to which he replies no. 

4.50pm: Suhakam officers ask Azam if he knows Norhayati or Shamzaini.

Azam says he does not know Norhayati, but knows Shamzaini.

Suhakam officers then tell Azam that Norhayati had said in her report that he knew Saiful, and about the meeting between her and Shamzaini.

Azam says he does not agree with Norhayati’s report.

“I deny everything in her report. I don’t know her.”

4.40pm: Suhakam officers ask Azam which department he is working in IPK Perlis. 

Azam says that he is working in administration and technical department. 

“I was in administration looking after the welfare of police like leave and other issues. As for technical I take care of the camera, videos and walkie talkie.”

Suhakam officers ask Azam if he knows the owner of a Gold Vios to which he replies no.

4.30pm: The inquiry calls Special Branch officer DSP Azam Azhari to the stand. 

Suhakam officers ask Azam how long has he been with the police. 

Azam says he has been with the police for 15 years.

He says that he has served in IPK Perlis from 2014 to 2017 and is currently based there.

Suhakam officers ask if he was involved in any case, investigations or surveillance on Amri. 

Azam says that he was not in involved. 

3.50pm: Nizam asks Khor if he checked on the location of Norhayati and Shamzaini’s cell phones during their meeting on May 12.

Nizam says that they could pinpoint their exact location by checking the data.

Khor says he has not done it yet. 

Commissioner Mah Weng Kwai asks Khor to check the location data of Norhayati, Shamzaini, and Saiful. 

Amri’s family’s lawyer, Jay Moy, asks Khor how many entrances and exits there are in Pulapol, and if there are CCTVs at the location. 

Khor says there are three entrances and exits, but he is not sure if there are CCTVs.

Jay asks if he had checked, to which he replies no. 

The inquiry takes a short break.

4.30pm: The inquiry calls Special Branch officer DSP Azam Azhari to the stand. 

Suhakam officers ask Azam how long has he been with the police. 

Azam says he has been with the police for 15 years.

He says that he has served in IPK Perlis from 2014 to 2017 and is currently based there.

Suhakam officers ask if he was involved in any case, investigations or surveillance on Amri. 

Azam says that he was not in involved. 

3.35pm: Amri’s family lawyer Nizam Bashir asks Khor if he checked the location of Saiful’s cell phone before and after Amri’s disappearance.

Nizam then asks Khor if he would have been able to track Saiful’s movements had he done that.

Khor says yes, but he had not checked on it. 

Nizam then asks Khor if DSP Azam Azhari had any connection to the case.

Khor says that Azam was not involved. 

3.20pm: Suhakam officers ask Khor about Amri’s wife, Norhayati Ariffin, who lodged a police report on May 16.

They ask if he had carried out any investigations on the report. 

Khor says that he had received Norhayati’s report and carried out investigations. 

“I took statements from Norhayati, her daughter Amira, and Amri’s family friends.”

Suhakam officers ask if he had received a report that was lodged by Perlis SB officer Sergeant Shamzaini Mohd Daud.

“Yes, I got it. Both the reports are conflicting. We are still taking statements. 

“There are no new developments in this case.”

3.05pm: Suhakam officers tell Khor that a witness saw the gold Vios in Perlis a few days before Amri went missing. 

Khor says that as far as he knows, the car was in Pulapol. 

Suhakam officers ask if the car was in Pulapol every day.

Khor says he did not check. 

2.45pm: Suhakam officers ask Khor if Saiful was involved in the investigations into Amri.

Khor says that he was not involved as he was only on the administrative side.

Suhakam officers ask Khor if Saiful went to Perlis.

Khor says no.

Suhakam officers ask if his car was in Pulapol a week before Amri went missing.

Khor says yes, the car was there.

2.30pm: Suhakam officers ask if Saiful is a police officer.

Khor says no.

Suhakam officers ask if he worked with the police, to which Khor says he worked in Pulapol as an administrative staff and retired in May 2018.

Suhakam officers ask if Khor had questioned Saiful.

Khor says that they had questioned him on his car.

“We checked with Saiful and he said that his car was not in the Perlis during the incident.

“We don’t have any direct evidence.”

2.15pm: The inquiry calls IPD Kangar Inspector Khor Yi Shuen to the stand.

Suhakam officers ask for Khor’s testimony of April 2 about the owner of a gold Vios related to Amri’s case.

Khor says the car has no connection to Amri’s case.

Suhakam officers ask who the owner is.

Khor says that they found after checking in their system that the owner is Saiful Bahari. – July 2, 2018.
