‘Save Malaysia’ rally didn’t comply with Peaceful Assembly Act, says KL top cop

THE “Save Malaysia” rally that was held in the capital city today is not in compliance with the Peaceful Assembly Act (PAA) 2012, Kuala Lumpur police chief Allaudeen Abdul Majid said. 

“The gathering today is not within the confines of the PAA. 

“Hence, we will see what follow-up actions should be taken after this,” Allaudeen told reporters today at a press conference in Dang Wangi. 

Allaudeen said despite the rally organisers submitting a notice to the police about the gathering, it did not adhere to guidelines outlined in the PAA.

“The police are law enforcers and we are guided by the enacted law, which is PAA 2012, that outlines the things that the police and organisers need to comply with, especially in sections 9, 10 and 11. 

“As per section 9 of the act, the organisers are required to provide notification about any gatherings that are to be held.

“Under table 4 of section 10 of the PAA, there is a form that needs to state the organiser’s information and permission obtained from the owner of the land, premises and so on, and it needs to be included in the notification.

“Hence, we want to stress that the notification must follow the law that already exists. It is not just any letter to serve as a notification. It has to be within the confines of the law.  

“Everyone who wants to organise (gatherings) should know about this requirement. They need to adhere to it so that the police can facilitate the gathering and to safeguard public safety,” he said. 

Allaudeen said the gathering, which started in Kampung Baru at 1.15pm, ended at 3.30pm in front of the Sogo shopping complex in Jalan Tunku Abdul Rahman, with the police estimating close to 850 participants in the rally. 

He said the police will investigate the gathering today and subsequently, take appropriate action. 

“A total of 16 individuals gave speeches at today’s gathering. Apart from them, the  police will summon anyone necessary to assist in its investigation into the rally,” he said. 

He also said the police managed to facilitate the gathering without any untoward incidents today. 

In response to the police report made by Muafakat Nasional supreme council member Tun Faisal Ismail Aziz today, Allaudeen said the police will peruse the report accordingly. – September 16, 2023.
