The Enforcement Agency Integrity Commission (EAIC) could not confirm the allegations of there being a cabal of “dirty cops” within the police force as alleged by former Inspector-general of police Abdul Hamid Bador.

EAIC chairman Sidek Hassan said that based on the testimony of witnesses and documents obtained, EAIC could not confirm the existence of the cabal as alleged by Hamid.

“EAIC investigations found that there was basis (to Hamid’s statements), in that there were police officers involved in criminal syndicate activities, on which investigations have been conducted by the Malaysian Anti-Corruption Commission while police investigated the officers,” he said in statement.

He said EAIC has submitted its findings and results to Chief Secretary to the Government Zuki Ali.

Last year, Hamid had revealed the existence of the cabal, adding that its members do not want him to continue to serve as the top cop.

His revelation also caused a rift between him and Home Minister Hamzah Zainudin, who had said he was not aware of such a thing, and told Hamid off for not telling him about the cabal first.

On May 31, Inspector-General of Police Acryl Sani Abdullah Sani said EAIC will be investigating the allegations of cabal links within the police force.

Acryl Sani, who took over as the top cop from Hamid, said the force had written to EAIC to start an investigation into the matter.

Sidek, however said Hamid’s claims that the officers were able to arrange posts in the force to control their officers for personal gain could not be verified.

This, he said, was because the evidence obtained by EAIC showed that appointments, promotions and transfers practised by police and the police commission involves a thorough process and has several levels, which are difficult to penetrate and for outsiders to intervene.

“The IGP is a permanent member of the police commission and any proposed appointments, promotions and transfers of senior police officers must be approved by the IGP, and Hamid’s position as IGP cannot be challenged because the appointment of IGP is based on the consent of the Yang di-Pertuan Agong and on the advice of the prime minister.”

In April, Hamzah refuted allegations that he interfered in the transfer process of senior police officers as directed by Hamid.

Hamzah said the decision on the transfers was made by the police commission, of which he is the chairman, adding that there is confusion over his role in the matter.

“I apologise if people are saying (I interfered). I am the police commission chairman and any decision is by the commission,” he said. – February 22, 2022.
