A RAILWAY construction project linking Subang Jaya to the Sultan Abdul Aziz Shah Airport is facing delays, with RM142.75 million in unspent allocation still with the Railway Assets Corporation (PAK).
The RM521.1 million project was supposed to be completed by February 20, last year, according to the Auditor General’s Report 2016 Series 2 released today.
The project, which began in February 2013, is to span 8.2km from the Subang Jaya-Batu Tiga section to the Skypark Terminal, which faces Terminal 3 of the airport.
The Transport Ministry oversees the project, which involves the construction of the station, rail and electronic and electrical system.
“Overall, the audit carried out between October last year until January has found that the project objectives could not be reached due to delays,” the report read.
Funding allocation of RM142.75 million channelled to PAK in January 2012 is still unspent, it found.
“(There) is no evidence that that the allocation has been returned to the ministry,” the report read, adding that no “detailed surveys” had been carried out since the project was proposed in September 2011.
The report recommended that the full RM142.75 million is returned to the Transport Ministry, more detailed surveys be carried out and “firm action” be taken against the contractor.
Emenea Engineering Services San Bhd (EES), the project’s independent checking consultant, has since sacked the senior engineer in charge, the report said.
EES was appointed by direct negotiation at a cost of RM17.67 million.
The project is being carried out by Consortium Skypark Link San Bhd-Lion Pacific Sdn Bhd, who were appointed by direct negotiation. – November 27, 2017.
