Many parties consulted on proposal to decriminalise street rallies

VARIOUS stakeholders have been consulted on the proposed amendments to decriminalise street protests, said Muhyiddin Yassin.

The home minister said among them are the Bar Council, Lawyers for Liberty, Human Rights Commission of Malaysia and National Human Rights Society.

“We have taken into account many things, and these (proposed amendments) were not done only by the ministry,” he said, adding that two committees have been formed to look into the said amendments.

The government’s move to consult multiple parties on the matter shows that it endorses free speech, so long as it is within the provisions of the law, said Muhyiddin.

“This shows that the government wants to make sure (the people enjoy) what is provided for by the constitution, which is freedom of association and expression.”

On whether the amendments could lead to widespread protests, such as the massive rally in Hong Kong, he said it is best to wait for his presentation of the proposal.

The Peaceful Assembly (Amendment) Bill was tabled for its first reading in Parliament today. – July 1, 2019.
